I believe this is a common problem with the B5's. It is because the headlight circuit is drawing too much current for the design of the light switch. It is my opinion that it is more directly related to using the fog lights constantly. If you always have your fog light switch on you will alway draw more current and will eventually melt a part inside the light switch.

The real remedy for this is to start with a good light switch and then install relays to supply current to each headlight low beam, high beam, and fog light- six all together. This will cure the problem and prevent it from ever happening again.

^^^ that's correct on every count. I'm working on a relay retrofit and hope to post the DIY after the holidays. I'm on my second or third and don't want to buy yet another, so I'm doing a relay install before it's an issue again.
