It's also illegal to install HID into halogen projectors... You'll just be significantly less likely to be pulled over for it.

If you read the codes on the front of the Halogen Valeo headlights and know what they mean they are rated for use with HID lol. My H7 halogen Valeo E-Codes are HID approved.

Basically it is illegal to modify headlights from the way they came from the factory. HIDs are technically only legal if your car came with factoy xenon headlights.

Just because you haven't been pulled over doesn't mean it's legal. It's illegal to have no front license plate where I live, yet I have never used a front plate and have never been pulled over for it...

Also, I've done PLENTY of HID retrofits using proper HID projectors and just plain HID conversions (plug-and-play HID kits). I know it's illegal but I still do it anyways to all of the cars I have driven, though I do it RIGHT (xenon projectors). Besides, a halogen projector will almost never put out as much (usable) light as a xenon projector.
