Default Headlights Help

Well, the other day, one of my HIDs wouldn't fire. After swapping ballasts, I determined that it was the bulb. A few days later, I pulled my headlights to paint the housings and when I put them back in, neither light would work. It took a long time to figure out, but it turns out that my low beams aren't working and BOTH HIDs work when I wire them up to my highs. Weird, right? Well, I've heard a lot about the combination switch failing and what you loose are headlights and cruise-control and you can only get brights by pulling back and holding the headlight stalk. But remember my highs still work as designed. But my cruise control doesn't, whereas it did before. So, I figure maybe I just had a slightly weird case, but that it was probably still the stalk, so I replaced it and the lows still don't work and neither does cruise! I've checked the fuses and I don't know what to do next. Help me and be my hero.

Only getting 7.7 volts at the wiring harness...relay's probably fried, right?

Can anyone help me narrow down which relay is for the headlights? Part numbers, colors, whatever, I need to get this nipped.

Try relay 209. It's behind the fuse box.
