Default High pitch whine at low speeds

Hey guys I don't think I've been on the forums since high school two years ago when I could actually work on my car! Hopefully some of you still remember me. Anyway college has been the death of my poor little Audi and she has started to whine. It sounds like the high pitched whine is coming from the alternator or PS pump but it goes away after I get up to around 30mph and is extremely audible at low speeds. I'm not having any trouble steering which is why I'm thinking its safe to rule out the PS pump. I also had to jump it the other day after I got back from break drove it around for a while next time I tried to start it I got flickering lights on the dash and even tried the pop start only to get the same results. (mind you that this is a fairly new battery) The only thing I was able to search was possibly a belt tensioner pulley? I did the whole timing belt change job myself at around 115k im at 150k now I don't this could be the case. Anyway any input is appreciated let me know if you've heard of this or had something similar.

You haven't stated which transmission you have, but I'm guessing you have a manual transmission.

My manual transmission whines a bit in 1st and 2nd gear, but it's most noticeable in 2nd gear. Changing the tranny fluid didn't help much. Are you sure it's not transmission/gear related?

Yes it's a manual and my first guess was it was a transmission issue because after third gear it is completely gone but at idle when I listened for the noise it seems to be coming from the from of the engine

Front of the engine suggests to me it could be your viscous fan clutch has failed, and remains engaged with the engine at higher RPM/speed. Try spinning the fan with the engine off, it should spin pretty freely.
