Default high rpm hesitation

installed new plugs today, it idled great very smooth reved with no roughness but on the way to work I got on it and the is a high rpm heistation. it is like it wants to go but it is acting as though it is hitting some sort of limiter right at about 3500-5000

the boost is all normal in first and second it will hold at 16-17psi for a while and then drop to about 10-11psi and in third through 5th it will boost the same and drop to about 14 psi
