In reference to DV's I've heard great things about forge as well as APR R1's, though from what I am told the Audi race cars are running the Bosch 710N's (it's our 710B's that fail). Not certain it's necessary to spend 180/ea for forge or ARP but I still hear great things.
As far as the chip check our APR's site, they've got a very good breakdown of their products, especially the chips. I'm told the GIAC is more aggressive but I've yet to look into them. Which set-up you choose will depend on your upgrades and turbo selection.

Not sure - i know the 2001 a4's have the ko3s turbo. I think you would get better info from the 'S' section of the forum, but they aren't too nice to newer owners like we are.
DVs: get one from Krauto -everyone here loves them. I personally got an APR r1 diverter valve for a crushing 150 bucks... wish i didn't, but it seemed like a good idea at the time

You have K03's sir. K04's are OEM RS4 turbo's.

like stated previously apr and giac are the ways to go. giac is more user friendly and do custom tunes for added mods. i personally have an a4 2001 k04 carbonio intake with the apr stage 1 chip and it rides beautifully. i'd say go with apr over giac but to each their own.
