Default Loose steering...slight rattle when moving back and forth

I noticed my steering wheel was making a slight bump when it's jiggled about 1" back and forth. Is this a sign of a worn out steering shaft. Are there any zerks on the u joints or grease points on the shaft?

Or is there anything else it could be?

Pull the knee bolster from under the steering wheel (4 8mm bolts, 10 minutes). There are 4 hex bolts that hold the entire shaft to the dashboard frame. I wonder if someone just didn't tighten those.
