Default parking brake emergency break repair

2000 1.8 TQM - My parking brake got stuck in the 'on' position and burned one side of my rear brakes. I did a brake pad replacement which included screwing the pistons back in. the emerg brake actuator arms on the caliper on both sides remained stuck in the 'on' position, as there was so much road grim that it was too stuck to let the big spring back there force them back into the 'off' position. When they are stuck down, the cable to the center console handle is very loose and will not tighten up. Parking brake function is a mystery, but you can drive around with the cable loose and the caliper emerg brake actuator arms stuck in the 'on' position with no problem (after screwing in the pistons). They must need to go through some range of motion to tighten up. So, I re-removed my wheels and removed the brake cable from the lever on the caliper, PB Blasted the heck out of it, and hammered it through the full range of motion, back and forth, until they loosened up and once again the spring would push them back into the 'off' position. on the last side I worked on I had to remove the caliper and screw in the piston a bit more to give me enough range of motion to get the cable back on the lever. Never a dull moment. what next.........
