Default sluggish acceleration

I have a 99 1.8t,acceleration is very very sluggish when I step on the gas. goes away once I hit 3-3500k rpms. new coil packs, turbo, plugs and no leaks. any ideas of what could be causing it?

It seems like you're describing turbo lag. Keep in mind, the car weighs in at around 3200-3300 lbs. Stock, you car makes (I believe) 150hp at the crank. Max. Before that turbo spools it isn't making a whole lot of power.
