Speedometer malfunction
1998 Audi Quattro 2.8 5 speed
The speedometer/odometer is erratic. The speedometer will fluctuate between 20 and 60, bounces then reads normal. The pickup sensor(looks like a bicycle pickup) was just replaced with no effect.
Ideas?

Help
The ABS control module was repalced(ABS/brake light came on). The VSS was replaced. A cluster from a parts car was substituted......the nedle still fluctuates.
The tach works fine. The odometer does not register the correct mileage.....low just like the speed.
Ideas?
