Agreed... sort of. Sometimes people might replace their dying/dead K03 with a K04 (maybe they got a good deal), and it's possible they never got around to spending the time/money to get a tune and/or injectors.

Is there any easy way to tell if it has been chipped? I'll eventually be hooking up the boost gauge so I would assume having over 9 PSI would mean that it has been. But that still wouldn't let me know what turbo it is.

You pretty much just answered your own question (the first one). If it's boosting above the stock level, it has been chipped.
