Default Vacuum Line???

I changed my plugs today and when I got to number 3 (the one closest to the firewall on the passenger side) I noticed when removing the plug boot that what appears to be a vacuum line was just hanging down there somewhere. I say it was hanging because when I gently tugged on it it was freely moving. Not knowing what it was I pulled it up and the picture is the way it looked (minus the taped portions). I accidentally set my hand on it and the plastic tubing broke as it was very brittle (so I taped it just to take the picture to show what it actually looked like).

The question is what is it ans does it actually connect to anything or does it just hang down (which seems odd to me. Thanks for the help.

I think I found out what it is (cannot believe it)... I found a diagram on the Autozone website of all places. I was just doing a search and clicked on a picture link. Had no idea Autozone would even have this. Anyway it is a vacuum line that goes from the Intake manifold change over valve to the Vacuum reservoir, for the intake manifold change over valve (if I am reading it correctly - plus there is a piece of the plastic tube sticking out of the reservoir). Can someone tell me what this is for... still learning here and what happens if you run the car without it connected (not that I would - just educating myself). Thanks a lot.
