What to do with this crusty hose?

please click the link.

the location is under the cover of the airbox. that hose has a connector thing that is completely crusty of erosion.

Does anybody have any idea where the hose is going to and coming from?
Could this be the culprit to my CEL P0411?

I thiiinnkkkk P0411 is a SAI thing. Not sure.

That is a check valve

That is a "one way" valve. There are a number of them in the vaccuum circuits of the car.
Mine was also "corroding" as well, but they should be ok if there are no leaks to the outside of it.
