My car is burning wayyyyyyyy to much oil I need to replace the engine heads (the head gaskets are not the problem) I have looked everywhere and can't seem to find a site that sell heads for the B5 1.8T

If your buring oil, you have a piston ring problem, not head problem. You need to have the engine rebuilt with new rings and have the cylinders honed for the new rings. Swapping heads will do nothing since it doesnt mess with oiling.

 

Would anew complete cylinder block fix the problem, if so where can I buy one?

 

All you need is new piston rings and a hone for the cylinders. After that, just the gaskets to reassemble motor
