You can check it out your self. I believe stock offset is 45mm (I could be wrong). Also I believe as long as you stay 10mm from the stock offset, you should be fine.
I believe those wheels with fit with no problem since they are 8 inches wide. I also believe you can even lower your car with those.
I ran a set of 19's with the car lowered and they were pretty wide (I ran staggered with 9.5 in the rear) and it ran fine. Basically, if you want to lower the car, you play the game with stretching the tires, fender rolling, and even adjusting the camber/toe.

you can lower the car with those wheels but i would recommend rolling fenders and not getting tires wider than 235. those are very nice though. if you're not rich and you DD the car, i wouldn't touch the camber/toe. i recommend you get the 19x8 +38 mm ones.

Rolling fender means pushng the inner lip of the fender up and inwards to prevent the tire from rubbing it. Typically done with a rolling pin and a hairdryer. You can rent a tool from PureMS.com I think.
You can also try calling couple body shops or even your local tint shops and ask if they're willing to do it. (Some shops don't do it due to liability issue).

Second that. You should be able to rent tool from them. You only need to do the front fenders as the rears are already rolled in (at least for 2001 but I believe all B5's are the same).
