Default 3.0 N80 Valve- Flow

I have a stored code for :

16825 - EVAP Emission Control Sys: Incorrect Flow
P0441 - 002 - Lower Limit Exceeded - Intermittent

Yesterday when filling my gas tank, it would blast out fuel also. I could only fill a small amount at a time without the pressure increasing too much to shut off the pump.

I tested my N80 valve with a multimeter- 26 ohms. When I apply 12vdc, it opens and I can blow through it, although the flow through it is fairly restricted (think blowing through a very small diameter hose)

I have sprayed air intake cleaner through it, the flow does still seem lower than it should be.

So- Is this limited flow through the valve normal? Is my N80 bad? Is the charcoal canister bad?

Clean the purge valve with a ear cleaner. If black crud comes out there your problem.
