Default A4 B6 Lower Bumper Restore/Refinish?

I purchased my 03 A4 with some weird large drip water marks on the grey plastic back bumper, not sure what it is or could be but it really annoys me when the rest of the car looks clean. I was wondering if anyone knows a good way to really deep clean the bumper? If not, do I have any other options such as pulling it off and attempting to paint it the same or a similar color as the factory grey color? If so, what would you recommend I use to make it grip good and look similar? Thanks

What kind of paint do you use, duplicolor? Should I go through and do the front and side bumpers as well to make it all match? I know the newer b7+ models look a lot better with a full metal body rather than the plastic bumpers. The only concern I have is my car is the dolphin grey pearl and it is hard to find matching paint for that since it is not a standard black or white. Should I also clearcoat it after the paint, I want to try and make it look as close as possible to the rest of the car so it doesn't look cheap.

How many cans of the 12oz spray do you think it would take to do the bumpers and sides, and does this spray need a clear gloss on top? I found some on ebay that says it is the exact color (dolphin grey) and it is an all in 1 with no clear gloss needed. I will have the link below for anyone to take a look at, it will end up being a bit more expensive per can, but if I don't need the gloss it might actually save me in the end.
