If anyone could help I would appreciate it. I just got this car and my window is having problems.. I attached a video with the issue. Some have told me that it is the motor and some have told me it is the regulator..

You need a new window regulator. There is a plastic gear that is part of the window regulator. The teeth on this gear is stripped. Your motor's metal gear is spinning inside the stripped plastic gear. You can order a new window regulator online for about $60-80. Once you get it search youtube for installation videos. Fairly easy if you have a little mechanic inside you
