Exclamation Cooling Fans

Hello again.
I'm having some issues with my car overheating while sitting in traffic. I had similar issues last summer season, but replaced my Control Module and that seemed to fix it. Well, now I am experiencing something a bit different with the fans. Neither of them will come on, on their own. I can sometimes get the smaller fan on the left (looking down on them) to come on if I give it a jump start on the spin. The larger one, I cannot get spinning consistently. Also, if I look closely at the metal part in the center of the fans, I can see them sparking. Not a lot of sparking but just a bit, like they're trying to kick on. Is it reasonable to conclude that the fans, themselves, are the problem and not the Control Module again? Just curious on your opinions before I go ahead and buy the fans. It seems that it's also effecting my AC, I'm not sure what the roles of the two fans are. Can someone help shed some light on the situation for me? Thanks.

Hmm, are you sure that the Coolant Temp Sensor is not the culprit? If that's defective, I could see it not triggering the fans to come on.

What control module did you replace?

I guess that would be a cheap/easy try. That's the sensor that sits behind the engine, near the firewall, right?

I had replaced the controle module that sits on top of the fan assembly. It's metal box.

Right, that's the one. I've heard that those things can cause all kinds of weird mayhem when they go bad. At least it's a good place to start.
