Default HELP! Headlights don't work, new bulbs though.

Hi,
I've got a 53 plate B6 A4 1.9 TDi (130PS) and my dipped headlights no longer work. It isn't the bulbs as I have tried with new bulbs and the fuse box inside the car doesn't seem to have the fuses fitted. My sidelights work so I'm ruling out the switch. What else could it be? Is there another fuse box?
Thanks for you time.

Have you replaced the ballasts in the headlights?

what kind of lights do u have hid or standard capsul's. Easiest way to tell is when u turn on ur lights do the move up and down and adjust? if so then u have hid's. lets us know first and then maybe we can go further.
