No start/Cam issue

Oh man! Sorry to read your last post..., I was reading through all the comments and about to tell you I had a similar problem but now you found no movement in the belt or cam gear my suggestion is pointless!

Looking back on the thread now it sounds like something was working its way loose and the cam was just in the right spot for the odd turnover/run but now you've had a 'collision' - happened to me on a BMW years back, yes it bent a couple of valves, but after stripping the head down I replaced the two valves with new and it ran better than ever...

Well guys, DON'T buy mexican made contitech belts! This belt was suppose to be 20k miles old when Absolute German in seattle installed a new head on this car a little while ago, before I bought it. If I turn the belt inside out and pinch, I see space developing between nearly every tooth on the belt. Total garbage. At least I have a good head to toss on this badboy, It's not all bad news, but watch out! Made sure you buy the good german stuff! I'll let you guys know what belt I pick out and how the head swap goes. I think I'll continue to use the camshafts and cam tensioner from this head and just move both cam shafts over as a unit to the good head to ensure timing doesn't change on the head side of things just to keep things simple and ensure timing problems don't crop up.

So with this information at hand, I found some information saying that it could be a Cam position sensor gone bad. Since I have a complete head sitting in the garage, I pulled the sensor from that head and installed it on mine to no change. I pulled the valve cover to check the condition of the cam adjuster feet to find both were complete and doing their job properly. Doing more research, I found that the crank position sensor might be the cause of the no-spark and replaced it with a used one from a passat 1.8t I had laying around. No change at all. Is there any information these codes might be telling me that I am missing? I am currently looking at the injector wiring harness as some of that wiring have small cracks and I figure the cam sensor wiring might be grounding on some of those, but have only found damage on the injector wiring and not the cam sensor wiring. After checking voltage at the three cam sensor wires I am getting zero on the ground, 4.98v on the next wire and 10.3v on the last green wire. Could the ECU be at fault for the lower voltage on the last wire or am I in the right direction looking for a short? Even with the cracks, all of the injectors fire properly and very strong. Any direction you guys might know to point me?
I swapped out the coilpacks to no change. Are the fuse terminals that run the ECU powered with the key? I haven't checked power to the fuses that control engine management yet, what should I expect?
