Just one, the drivers side, otherwise it could be confused with the brake lights.

Only my driver's side one comes on as well. Thought the other was burnt out, and I replaced it.... wasted money on new bulbs that made no difference... Why have the second one there? I think it looks funny with just the 1 on.

[&:]Does the other one turn on when the driver's side burns out, as a safety precaution?

i was reading through the specifications for the 2008 A6 recently and for some reason the rear foglights are both left and right

FYI, the purpose for only having the rear fog light on the drivers side of the vehicle is so that when you're in extremely bad visibility situations, other drivers are able to tell which side of the vehicle they're coming up behind. Obviously most drivers in the US have no idea what the rear fogs are, and some cops will even pull you over thinking that you havea "brake light" out....but in other areas of the world rear fogs are extremely commonplace.

And I'll risk the possibility of being pulled over for a bs reason if it means not getting rear-ended when it gets really foggy/snowy/crappy in general outside.

I believe this is common mostly in Europe. Being a European car, the Audi has it. It is always just the driver-side that lights up. Of course, over there, it would be the right that would be lit.

I didn't understand why they would have a bulb on each side if only one lit up... It would kind of make sense if they just switched between euro and u.s.
