im assuming you are talking about the software and cable? well in basic terms, it is a datalink between the ecu, various modules and the user by plugging in the vag com cable to the OBD2 Diagnostics port on the car. it allows the user to scan for and read out check engine lights and codes, it also allows the user to monitor various states of engine parameters to datalog. another thing that is slightly more advanced is coding or programming modules, such as the window roll down and up with the lock/unlock button on the keyfob remote.

so with the cel code scan part it is kind of like those obd2 scanners you see at auto parts stores, except it will give you the dealer codes also and will tell you what they are. not just some generic number that you may have to look up.
