Default Cigarette lighter plug not powering off

New Audi owner here. We picked up a used '08 A4 sedan with 6spd mt over the weekend.

We have our Garmin GPS connected to the cigarette lighter. and we noticed that even with no key, and ignition off, the lighter plug is still powered. This is contrary to what I would expect based on what's said in the manual (plug powered on only when ignition is in the ON position).

Is this behavior something that's programmable by a dealer's VAG-tool, or could the previous owner have tinkered with the wiring?

Both of our '08s behave this way. Sounds normal.

I believe if you wanted that circuit controlled by the ignition, you'll have to re-wire it yourself - it's not a VAGable change.

Both my plugs stay powered. The lighter plug on my B7 seems to reset (power down and back up) when I start the car. The other power plug on the console stays powered all the time.

I do not leave my Garmin on the mount when I get out of the car if I am leaving the car for a while. I sometimes leave my V One in its mount, but I turn it off.
