As long as you are not at idle, you should be producing enough exhaust gasses to spin the turbo. There is a bit of lag, but not much. Remember from 1800 to about 4700 RPM, the engine is producing max torque. It couldn't be doing that if the turbo wasn't spinning. On every 2.0t I've driven, auto, cvt, and manual, you can feel the quick, or almost sudden surge of the engine at about 1800 RPM as the engine hits that huge flat torque peak.
