Default Wet Seat Belt

Had my car washed yesterday and when someone put the seat belt on in the back passenger side seat it was soaking wet. The seat was dry and clean so was all of the surrounding area. But the seat belt was wet all the in as far as you could pull it out. Any help?

I'd pull it all the way out and maybe wrap it around the front passenger headrest to dry.

Or did you want help on how it could have gotten wet? (That I can't answer.)
