My 1990 Audi 90 Quattro 20v didn't pass its last emissions test, I think it might be a bad cat. Does anyone know what might be wrong with it?

Which item did your car fail for? Were the oxides of nitrogen too high?

It failed the HC(PPM) test. The limit is 220 and i got 230 from the oprevious 70 for idle emissions. but everything went up some from the previous test.
