i had a similar issue a little while ago...my 1.8t would just STINK of gas at start up/shut down and eventually even while driving.
i have no idea what caused it but i removed the gas cap and tightened it back up (i had no other ideas-thought it might have not been in right causing weird pressure issues in the system) and i havent had any problems since.

While it sounds like the gas tank cap solved ilackav8's issue, you need to think about what is happening when you smell fuel.
- There could be a small leak somewhere
or the more likely reason
- The injectors are dumping too much fuel before the car starts
I would look to doing spark plugs first and then coilpacks, as it seems that the plugs are on their way out, and taking too long to initially spark
