Do not run it if you think it could be the cam belt at all. However, the oil leak would not cause a cam belt issue directly. Plus any debris from the cam belt is likely to be confined to the inside of the covers. The serpentine belt that runs the power steering, alternator, and A/C Compressor on the other hand could. it is exposed. Even still, a worn serpentine belt won't cause an oil leak. Does the car leak oil on the ground when you park it? Does it smoke when you're driving it? I'd definitely get that cam belt inspected though just to be sure. If it snaps, you're in for some big dollar (or pound) repairs..

The car does not start at all.there Is no leak when I park it and no smoke at all.I had it towed home 3 weeks ago and it's still standing. A month back it did have a leak the mechanic said can seals I had that replace with a tappet cover. Manifold gasket and can seals with a new cambelt

This doesn't sound good. It'd remove the cam belt cover at the top and see if the cam belt isn't broken. It's possible with all the rubber debris you mention, something may have gotten put back on wrong (or an idler pulley seized up) and rubbed the belt till it snapped. I had that happen on my 944 once. Removing the cam belt cover at the top for inspection should be an easy thing to do. It's usually just a couple of small 10mm (or t25 torx) bolts and a snap clip or two.
