2001 A4 Heat Issues

2001 A4 Heat Issues
Ok so I'm new here but I've done a ton of searching and attempts to no avail so I'm here to see if anyone can help me get to the bottom of this.
The heat will only blow very cold air no matter what. For about 2 seconds it will blow hot then ICE cold.
Things I've tried
1) Flush the heater core I've done this 3 times
2) Replace the thermostat
3) Changed all fluids
4) Prayed (sadly I was hoping this would work)
5) Spent a lot of money to have a shop diagnose the problem to no avail.
Do any of you guys have any idea what is going on with this?
