Default ABS always on

I have a 99 A6 quattro 2.8 every time I brake the abs kicks in. If I really
feather to a stop I can keep it off. No light in the dash. Any Ideas?
Thanks

The brakes are fairly new. It slows down smooth and just before you come to a complete stop the pedal fades a bit and you can here the abs pump kick in.

you won't hear ABS kick in..... you'll feel the pedal vibrate rapidly and the and ABS / ESP lights will flash

I have the same problem with my 97 A4. The only difference is my abs light comes on when I'm driving, usually when I'm going about 50-60mph. Weird huh? A tech told me it could have something to do with the wheel sensors? I may have a tire thats not the correct size? Regardless, when I brake at a stoplight or stop sign I can feel the abs kick in when Im coming to a stop. It never kicks in when I stop short it always does it when I make a regular stop. It's annoying.
