1. make sure the tires are up on pressure
2. clean & wax your car (cuts down on wind resistance)
3. Make sure all the filter are clean, air, fuel, etc...
4. make sure the plugs are gapped properly & in good shape
5. learn how to coast & keep off the brakes.
6. lower your car
7. drive with all the windows closed & sun roof closed
8. change all the driveline fluids over to synthetic
9. take everything out of your car
10. Get a lighter Girlfriend.

I was waiting for some one to notice!

I have never herd of the top off thing either. The pump is sealed from the tank.

I think the only thing bad about topping off your fuel tank is that it has a higher chance of saturating your evap system.
The fuel pump statement sounds bogus.
