Default Heater TOO HOT!

My '95, A6, 2.8L, Quattro has unusual problem. I get too much cabin heat andheater air temp is not changing as it should. Even if I have the temp indicator set at 63F, which is the lowest temp setting it will go before it goes into "LO" mode, and with the fan at it's lowest speed, the cabin air still gets too hot. I have to open a window even if outdoor temps are below 40F.

Dashboard coolant Temp gauge seems to be operating in the normal range.

It seems like it is a thermostat but when I read the service manual, I find many mentions of different thermostats. Inside and outside thermostats are mentioned. Anyone have an idea as to what is causing this situation? And if it is a thermostat, which one could it be and where is it located?

When I place the temp setting to "LO" the A/C does indeed cool.

The upper hook of the springthat controls the opening and closing of the air flap which is under and behind the glove compartment fell out of it's mounting hole.The plastic flange with the mounting hole had split right at the mounting hole so the spring would not stay in the hole. I just repaired that and that flap seems to be operating normally now.

There is an interior temp sensor thats built into the a/c control head that adjusts the temp to what you set it to, if the temp isn't changing correctly you either have,
A. a bad a/c control head
B. the temp blend door is stuck and is only letting hot air in.
