Default oil in my turbo induction tubes?

i brought my car to a shop locally to find out why my car was smoking and they put it on the scanner and everything was fine. they pulled the induction tube going to the turbo and they had oil in them. engine is new so what would it be. the shop thinks its either emmissions or enternal engine problem.

A little oil is fine. The PVC system might be clogged, so either put some cleaner in there, or replace it.
