trouble! please help

Default trouble! please help
I have an 96 A4 quattro with 2.8 and the fan is always running when the car is started. I had the relay switch replaced and it still stays on any suggestions would be great! thanks

If the A/C is turned on, the radiator fan is supposed to be on.
