I recently bought a 1999 Audi A4. The fuse for the wiper blades was removed. When I replaced it the wiper blades turned on full speed and the washer fluid sprayed until it was empty. The wiper arm seems to be "engaged" properly, meaning I can feel it clicking through all the positions but it doesn't change anything. The only way I could get this to stop again was by removing the fuse. Any ideas on what this could be?
