Car feels like it is being held back a bit. Wondering what the best bolt-on exhaust solution would be?

I got Milltek exhaust on my 01' 2.7T, it just allows your car to "breath". I can definitely feel the difference between stock and Milltek. It is quite expansive however worth it especially if your car is chipped or will be chipped.
