I just picked up a a4 (b5) and the fabric for the moonroof cover is gone

It looks like I have to pull down the whole headliner to gain acess

I'm wondering if it was just spray glued on??

Yeah you will have to pull down the whole headliner to be able to get the moon roof cover out. It's pretty straight forward, remove the oh **** handles and any other things that are holding it to the roof of the car. If you want to get the whole headliner out it will be kinda rough going. It's very large. I recommend suedeing the moon roof sheild and yes just use some 3m spray adhesive.
