Your question is way too general. It depends on the purpose of the car. What matters to you - ultimate power? Get a 3076. Streetable power with decent spool? GT28RS. Or for that matter, half a dozen other turbos with half a million variations in their specs. The thing to do is to forget about the turbo once you decide what matters to you and pick a turbo, focus on the supporting mods you'll need - bigger/better intercooler, breathing mods like downpipe, testpipe, and catback, injectors, clutch, brakes, and lots of practice driving and an ECU reflash to run on until it's time for the turbo. When the proper supporting mods are in place, and all maintenance is done, then go get your turbo.
