if it is like people doing hair it may mean a lack of parental care and trying to gain attention to oneself by acts of shock value to bolster their ever ending need for attention

According to NorthD, Shiny may mean you want attention.

Personally im not a fan of either, just something subtle. (ie the magnaflow)
