A: If blowing them out of the sky, off of the ground and snatching them from the water with a hook is attacking...then absolutely. Otherwise, I did kick a large dog between the legs once when I was a kid because he continued to jump up on me and try to hump my leg. I asked his owner to get him down and he didn't.
