Nokian WR's are the best bang for the buck, if you ask me. They are classified as an all season, but have the severe service emblem (and deserve it!). So you get a snow tire that kicks ***... but it has a 400 treadwear.
Honestly, best snow tire I've used--all around.

I've used:
Nokian Hakka1's (insane in deeper snow and packed snow, great in slush, not so hot on ice)
Pirelli 190's and 210's (good quiet tire, feels alright at highway speeds. Not remarkable in any circumstance)
Blizzak LM22 and LM25 (great tires on light snow and ice, but yeah, they wear quickly)
Michelin Arctic Alpin (discontinued, but was amazing on ice, and suprisingly great on snow)
Pirelli Winter Carving (great tire, really good all around... similar to the WR but wears quicker)
Nokian WR (already explained this sucker)
Michelin Pilot Alpin PA2 (using these right now, and so far so good. Great tires. Can't comment on the wear)

I listed these kind of chronologically... tracing my winter tire history. :P

Green Diamonds are the **** I hear. At least that's what ImtheDevil said. They have ground up carbide in the compound.

The Green Diamond tread pattern is pretty aggressive (maybe not quite as aggressive as some tires out there, but it's pretty much a force) but the carbide teeth in the compound give a lot of grip on icy surfaces - they basically cut in like cleats on a grass football field.

I have Hankook IceBear tires on for winter, and they've been great so far - no issues whatsoever, even in pretty crappy conditions, with freezing rain, snow, slush, and some surface ice. I can't complain a bit about them.
