I'd check the exact wording of the CA front plate law before putting both plates on there. In IA, the law says the front plate has to be mounted in the centerand the bottom of the plate has to be at least 12" above the ground, and any license plate imitating an actual license plate issued by a US state or foreign country is completely prohibited. So having the Euro plate on there at all is illegal, and mounting your real license plate improperly is illegal. You might as well just have the Euro plate on there by itself rather than both, since they can still stick you with the same ticket.

CA CVC 5200

5200.(a) When two license plates are issued by the department for use upon a vehicle, they shall be attached to the vehicle for which they were issued, one in the front and the other in the rear.

Since California issues 2 plates for each car, both must be displayed. I have a euro plate on the front of my car, but it has the same # sequence as my CA plate. If I get a fix-it ticket, I'll just replace the euro plate with the CA plate, get it signed off, and change it back.

thats what im gonna do. my original question though, was if i do that, am i gonna get a fatty ticket for being a "2nd time offender" of the exact same thing (tint and plate) lol cuz its not worth it if it is. but if im just lookin at a $10 fix it ticket for each then im doing it again fsho.

Well, haven't been caught with my Euro plate so far... got kinda scared at lunch today though. 2 of us went to Togo's for lunch today (I drove), and when we pulled into the parking lot, there's all these city cop cars & bikes outside, and like 10 or so cops inside having lunch at Togo's. I was lucky enough to get a parking spot right outside the door, where all the cops could see my euro plate. Luckily, nothing happenned
