Yes, of course they can. With a lot of federal paperwork and some minor compliance changes, it can be done - it has been done.

Do you know exactly what changes have to be done to the RS4? and who is a reputable conversion house?
My experience is has been with Ferrari. I know the ins and outs and what's legal and what's not. I also know that most cars these days are world cars and that most regs are pretty close from country to country...so I can't imagine it would be that terribly difficult.
I was on yahoo germany and did a RS4 used car search...and there were lots of them with anywhere from 30K miles on up. The low milers were priced in the low 40s USD....that is a killer deal!

The bumper have to be US air basg compliant. I was going to import a mitsubishi EVO VI but i would have had to change a whole bunch of stuff. They would have let me keep the right hand drive though.
Go on the DOT's website and find some contact information (anybody, as they can transfer you to the correct person to talk to) and ask them what needs to be changed, and if it has to be changed prior to entering the US or if you can have the changes made while you own the car in the US.
talk to josh @ achtuning (www.achtuning.com) or zev@avalonmotorsports.com (www.avalonmotorsports.com) they have the contacts for this type of stuff... josh has an rs4 here in US , chsck his website. if you have the $$ do it .
