Alternator pushes out 18.6 Volts @ 4,000 PRM?!?
NOTE: This is part of a problem from a previous post ("Damn Audi")
-----------------------------------------
SYMPTOMS: So, the car's stuck in 4th gear, and the battery LCD icon appears when I rev the Engine to 3300 RPM, and the cluster Needles become fixed. Other weird shiet happens too.
QUESTION: A can should NEVER get this high (18.6) in Voltage correct? Sorry, no codes available.
(thank you)

There are only so many of us that answer questions here. You didn't have to start a new thread
Anyways, it's by no means normal. And I'm 100% certaian that its the voltage regulator built into the alternator.
I feel confident in saying that you need a new alternator.
