It might just be heat from the bulbs causing some water to evaporate and make steam on the outside of the light

My front passenger side fog light does the same exact thing. So hopefully we're just in the same boat and nothing is wrong.

I have condensation that forms on the inside of my headlight ;-( but I haven't seen any steam yet. I am guessing that I have a bad seal around my headlights, it hasn't cause me an issue yet.... but anyway, wondering if its a similar situation. Do you see any condensation on the inside of the light cover?

Does it do that when it's NOT raining??? If so thats bad, if it only does when it's raining then it's just water evaporating. No worries.
