Default Recirculating and Combination Valves

My check engine light came on and codes came up for Secondary Air Injection Error--Bank one and two flow too low. Mechanic says my recirculating and combination valves will not hold a vacuum. But the vacuum lines are crumbling. After a $2,100 dollar repair estimate I am going to another repair tech and have him replace all my lines first to see if that solves the problem. Also, my Intake Manifold is full of oil. Any insight would be greatly appreciated as to how common this problem is.... and a normal repair cost. Thanks!

Its a very common problem, but the combo valves don't go bad that often, its usually the vaccum lines going to the combi valves.

Check the plastic air lines going to the valves, they develop leaks & can be repaired with wrapping them with tape, or shrink wrap.

Have you over filled the oil? If so it will fill the intake. There is also the crank case breather lines, that leak oil into the intake. There are valves that can get clogged.'

Some oil is normal.
