Does anybody know where I can get a Vag-Com Scan tool to hook up to my 2000 S4?

You need the OBD2 to RS-232/USB cable to connect the car to your computer. You can snag this on ebay for dirt cheap. The software (shareware version) is free.

you'll prolly want 311 or 409...311 is pretty old but will do everything you need for a B5.

 

409.1 version will work. I got my cable on eBay for 20 dollars shipped.
