Default out of round rim/tire

I always have shaking as I am on the high way. I've done the balancing, no change. I moved the front tires to the back, shaking is better but not completely resolved. In a crude way, I measured the "out of round" of the tires, the difference between the highest point and lowest point is about 3mm for both rear tires. Would this cause the out-of-round vibration? How much out-of-round is out-of-round? Considering it will never be perfect anyways?

thanks for any input.

sounds like you might have a bent rim like me. You can take it to a tire shop and they can add something in the dent to fill up to the tire. Don't put it back on the front or ull shake ur head off.

I actually have a small dent on my rim but its not causing any damage but I'm going to have my mechanic hammer it out (using wood + a hammer) because I'd rather have it fixed.
