Timing belt rubbing back of belt fan bracket

Timing belt rubbing back of belt fan bracket
When I removed this bracket to change my timing belt I noticed the belt was rubbing on the back of the bracket, where the shaft cap is.
I shimmed it out a little bit, and know I noticed its rubbing again, but worse. I just had an issue with the pulley partially sliding off the shaft due to a locked up fan clutch. I'm wondering if the shaft is heading the other direction, out the back of the bracket? This is all I can think of, the belt is aligned with the cam gears.
Anyone ever heard of or seen this?
